O esteemed Shaykh, Umm Muṣʿab says: Regarding uttering/saying the intention for obligatory fasting or voluntary fasting, is that permissible?

Yes.
Shaykh Muḥammad bn Ṣāliḥ al-ʿUthaymīn
Uttering/Saying the intention in all the acts of worship is an innovation. So a person does not say during ablution: “O Allāh, I intend to perform ablution.” Nor during Ṣalāh: “I intend to observe Ṣalāh.” Nor during charity: “I intend to give in charity.” Nor during fasting: “I intend to fast.” Nor during ḥajj: “I intend to perform ḥajj.”
Uttering/Saying the intention in all the acts of worship, nothing was reported from the Prophet, may the blessings and peace of Allāh be upon him and his household. And why do you utter the intention? Is the place of the intention not the heart?
Did Allāh, the Mighty and Majestic, not say (what means):
And indeed We have created man, and We know what his ownself whispers to him. [Qāf:16]
Rather, we say this: Allāh knows the intention. How will you inform your Lord that you are making intention?
He might say: “I am saying this to show sincerity to Allāh.” We say: “The place or sincerity is the heart too. And whatever has its place in the heart, the intention is enough in the heart. Naʿam.”
