Shaykh ʿArafāt bn Ḥasan Al-Muḥammadī
What is the ruling on travelling to the western countries to settle down, under the pretext of the availability of security and the means of a pleasant life [over there]? And can the ḥadīth of Jarīr, may Allāh be pleased with him, be applied to them?
Travelling to the western countries and living there, amidst the polytheists, is not permissible. And in those lands, it is not possible to manifest Islām, nor its rites over there. And I have visited them [i.e., the western countries], and I witnessed and saw [this] with my eyes.
The Muslims are living in a disaster. They do not carry out the religious rites. The Adhān is not raised. [The Muslim] is unable to speak about Tawḥīd (Oneness of Allāh), al-Walāʾ wa al-Barāʾ (loyalty and disavowal), and Jihād (fighting in the cause of Allāh). He is unable.
He is unable to even show his sacrificial animal on the day of ʿĪd. It is prohibited. He is unable to go to the prayer ground—the ʿĪd prayer ground.
Except in some few countries.
And I saw lots of disasters [there]. Your child, if you do not teach him Tawḥīd and the Sunnah, what is the use of this child?
Over there, they have children but are unable [to teach them]. He must go to school and mix with [other] children, and they teach him matters related to Christianity, homosexuality, and so on. And that this is a right this child is entitled to. And that if you teach him [otherwise] or beat him, you will be punished and the child will be taken away from your custody. And I do not think that this is hidden to you. It is well known.
